Governance V1: Optimistic Framework
This section outlines the current governance model (V1). As detailed in the Governance Overview, the next governance iteration will combine off-chain ideation with on-chain execution and a veToken model. Until Governance V2 is implemented, XMAQUINA operates under the Optimistic Governance Framework.
Introduction
XMAQUINA’s initial governance structure is designed for efficiency and agility in decision-making while maintaining transparency and decentralization. This model enables rapid iteration and contributor-driven innovation through proposal submissions by the Northstar Council. Shortly after the DAO’s token generation event, governance will evolve into V2, further decentralizing as the DAO matures.
The Optimistic Governance Model
This model allows the Northstar Council subDAO to submit “Optimus Governance Execution” (OPX) proposals while ensuring token holders retain ultimate control through veto rights. The process includes three key steps:
Proposal Creation: The Northstar Council subDAO can create proposals to the main DAO.
Time-lock Period (5 Days): During the 5-day time-lock, the main DAO’s members (DEUS holders) have the ability to veto the proposal.
Execution: If the proposal is not vetoed within the time-lock period, it is automatically executed.
Veto Mechanism
To veto (void) an OPX proposal, 1% of the total DEUS token supply must vote against it during the time-lock period. If the threshold is met, the proposal is canceled and does not proceed to execution.
This model ensures rapid iteration and execution of core initiatives while progressively shifting governance power to the broader community.
Governance Phases
Phase 1 - Ideation
Initial ideas originate within the DAO community through discussions on Discord and the Discourse forum. Community discussions helps refine concepts and align them with the DAO’s mission. Participation is open to all DEUS token holders.
Phase 2 - Draft Proposal & Scoring Committee Review
Once an idea gains sufficient community support, it moves into the Draft Proposal stage. A standardized proposal template ensures clarity and comparability. Draft proposals must outline objectives, expected outcomes, resource requirements, and preliminary timelines.
Before submission, the Scoring Committee—comprised of industry experts—reviews the draft, provides evaluations, recommendations, and a suggested exit strategy. Based on this feedback, the Northstar Council refines and finalizes the proposal for submission.
Phase 3 - OPX Proposal Submission
The Northstar Council subDAO submits governance proposals through the Optimus Execution (OPX) mechanism. These proposals enter the 5-day time-lock period, during which token holders can veto them if necessary. If no veto occurs, the proposal automatically proceeds to execution.
Phase 4 - On-Chain Execution
Approved OPX proposals move to the on-chain execution phase. Smart contracts enforce governance decisions.
The DAO's Three Week Optimistic Governance Cycle
To streamline decision-making, governance actions follow a structured timeline:
Week 1 (Day 1-7): Community Ideation & Draft Proposal Creation
Week 2 (Day 1-7): Scoring Committee Review & Refinement
Week 3 (Day 1-5): OPX Proposal Submission & 5-Day Time-lock Period
Week 3 (Day 5-7): On-Chain Execution (if no veto occurs)
Transition to Governance V2
Following the DEUS Token Generation Event (TGE) and the deployment of veGovernance contracts, the DAO will transition into the Governance V2 model. This evolution will grant token holders expanded governance power. As the DAO scales, governance mechanisms will continue to mature, ensuring broader community participation and increased decentralization.
